With observed social distancing and the issuance of relaxed SIP orders, the County of Santa Clara (County) conducted its topping out ceremony at the Vietnamese American Services Center (VASC) on May 8th, 2020.
During the week leading up to the event, several Santa Clara County officials signed the ceremonial beam. Although relaxed SIP orders allowed for the event, a large community gathering of approximately 400 persons that occurred at the November 2019 groundbreaking, was not possible. The County created a website that allowed individuals to “virtually sign” the beam by entering their name. During the morning of the event, County staff applied the “virtually signed” stickers on the beam.
The event was attended by Santa Clara Supervisor Cindy Chavez, a long-time champion of this project, who addressed the on-site attendees and the live-streamed audience. Afterward, the beam was hoisted into place.
The VASC project is a 37,000 square foot, 3 stories, community services facility providing initial medical, behavioral and social services offered by the County to the underserved Vietnamese community. It is located near the intersection of Tully and Senter Roads in San Jose.
Swinerton Management & Consulting has been involved with the project since early 2018 and our services include Programming, Design Development, and Construction Document oversight, in addition to oversight of its 18-month construction process. Ribbon cutting for the completed project is targeted in Summer 2021.

SMC Project Celebrates APWA 2020 Public Works Project Award Win!
The City of Orinda’s (City) Glorietta Elementary Safe Route to School project won the APWA Northern California Chapter 2020 Public Works Project Award for Best Project in the “Small Cities/Rural Communities” category. This transportation-related project award was presented to the City at the annual APWA Awards Banquet on February 20, 2020.
Swinerton Management & Consulting (SMC) was selected for the second year in a row to provide construction management and inspection services to the City for their paving program. In 2019, one of the assignments was the Glorietta Elementary Safe Route to School project, which was designed and closely coordinated with the Glorietta Elementary School and local community. The project received funding by a Contra Costa Transportation Authority (CCTA) project specific grant and the City of Orinda Measure J Program.
The project design was completed in early 2019 and awarded in early summer of 2019. The construction began on July 8, 2019 and was substantially completed on August 12, 2019 – prior to the start of the new school year.
The project scope of work included: converting the road shoulder on the west side of Glorietta Boulevard to a new shared-use (pedestrian and bicycle) pathway, a new asphalt dike to separate the pathway from the vehicular roadway, pavement base repairs, pavement overlay, slurry seal over the entire roadway and path, and new signage and striping. The City’s interest in preserving a rural atmosphere is demonstrated with this new pathway, as opposed to constructing more traditional concrete sidewalks.
